Let's use a simple and quick method to do the question, a method that minimises chances of errors

Take a child of height 23 inches
This child should NOT be allowed on the roller coaster

Substitute x=23 in each of the answer choices and see whether the equation is true or false

A. |x – 24| < 52 TRUE
B. |x – 28| < 14 TRUE
C. |x – 38| < 14 FALSE
D. |x – 14| < 38 TRUE
E. |x – 28| < 52 TRUE

Answer can only be C

We need this range:
24<x<52

If you look closely, even before solving all the options you can figure out which can be ignored. I solved option C & D and verified with the range given above.

Option D gives x < 52 (which is correct)
and x > -24 (which is wrong)
