As solving with variables always complicate things let us consider some values in this question which are relevent and will make our calculation easier.
Note- We have considered following abbrevations-

Omelet monster- OM
Cookie monster-CM
Oatmeal cookie- OC
Chocolate chip Cookie-CC

As in question we are given that CM ate 1/3 OC so let's consider that CM ate a total of 9 cookies( for easy and fast calculation).
so OC consumed by CM- 3 => CC consumed by CM-6.
=> CC consumed by OM-6( as OM did not consume any OC and he consumed only CC)

So we have following info from above
1. OM ate total 6 cookies
2. CM ate total 9 cookies
3. total CC - 12
4. total OC - 3

So going by options, C option satisfies which states that - The cookie plate contained four times as many chocolate chip cookies as oatmeal cookies.
