One trick I like to use with percents is to see what 10% and 1% of a number is
10% of 4,000 = 400
1% of 4,000 = 40
.1% of 4,000 = 4
This allows us to work with percents in more convenient ways
For instance, you could multiply to find what 70% of 4000 is
Or you could see that 10% of 4,000 is 400, multiply that by 3 and get 1,200, which is 30% of 4,000.
Subtract 1,200 from 4,000 to get 2,800. This is 70% of 4,000
Some people find this approach useful. Thinking of a number as 10 10% chunks allows you to work with more manageable numbers and can allow you to understand a problem better and work more quickly
Here for instance, we are told that there were 96 votes less than 70% of 4,000.
Here again we could subtract 96 from 2,800 to get 2,704.
Then we divide 2,704 by 4000 to see what percent of the total number it is.
This works, sure but it takes precious time.
Multiplying 70% by 4000 was no big deal but here we really get into time eating territory, and the other approach becomes useful.
If 1% of 4,000 is 40, 2% is 80. That is almost 96
.01% of 4,000 = 4
4 x 4 = 16
.01% x 4 = .04%
80 + 16 = 96
2% + .04 % = 2.4%
So 96 or 2.4% of people less than 70% voted in favor of the bill.
70% - 2.4% = 67.6%
The answer is (D)
