In a horse show, nine of the horses competing were awarded ribbons. The show’s judge never awards ribbons to fewer than 15% of the horses and never to more than 30% of the horses. If h is the number of horses competing, how many different values of h are possible?

Never fewer than 15% means, greater than or equal to 15%
Similarly, never more than 30% means less than or equal to 30%

0.15h <= 9 <= 0.3h

0.15h <= 9
h <= 9/0.15 = 900/15 = 60
