Average speed = TOTAL distance / TOTAL time.
We have the distance(s), we must calculate the times.

40km(1hr/25km)=8/5 hr

And 40km(1hr/15km)=8/3 hr

8/3+8/5=(40+24)/15=64/15 hr

Ave speed = 80/(64/15) = 18.77 (long division, answers were too close to estimate and the fraction is not reducible.)

B is the answer.

Am I missing something? Total Distance = 40 + 40 = 80. Total time = 40/25 + 40/15 = 24/15 + 40/15 = 64/15. Avg Speed = 80/(64/15) = 80 * (15/64) = 18.75. So option E, not B which is 18.77.

I too don't agree with the answer B.
It's 18.75, hence option E should be chosen

Since we are asked for the approximate speed, 18.77 will be fine as the answer. GMAT does not give "None of these" as an option so this issue will not arise in an actual GMAT question.
