Bunuel I think the question by mistake repeats a "by 1 meter" thereby making the sheet of paper a 3-dimensional object. The desired shapes rectanges are 2-dimensional objects of unspecified depth, thereby making the answer to this inifnite. Could you please check and remove the extra "by 1 meter" from the stem?

This question can be solved by imagining the 100cm by 100cm sheet of paper divided into 25 rows each of length 100cm and width 4cm. Each such row will contain 20 rectangles of dimension 5cm*4cm and in total 25 such rows will contain 25*20=500 such rectangles.
