Assuming x qty of the mixture is removed. That means, x qty of both water and milk must have been removed together (obviously you cannot literally separate out water from milk). :)
It is given that proportion of water is not altered. Hence, in order to maintain '3' ratios of water in the new mixture, Milk has to be maintained in the same proportion (since the given constraint is milk: water is 1:1, OR in other words 3:3). That means, in order to have a 3:3 resultant mixture, I would have added '1' ratio of milk (from 2 --> 3).

For this to be true, 3+3 = 6 units are giving us 12 liters of the mixture. Hence, 12/6 = 2 liter of the mixture must be replaced with milk to attain the new mixture (3:3 or 1:1)
