200÷4= 50
Now 4 for every 15 seconds
50 for (50×15)= 250
250÷60 = 12.5 (1 minute=60 seconds)
Approximately how many minutes, so 12.5 near to 13...
So, 13 will be the answer..

200 people have to board.
The situation is that the first 4 people have to board in <= 15 seconds
So we take the maximum (15 seconds) and the minimum (1 second)
For minimum, 4 people have to board in 1 second then we have 196/4 * 15 = 49 * 15 = 735 seconds = 12 minutes and 15 seconds
For maximum we add 15 seconds hence we have 12 minutes and 15 seconds + 15 seconds = 12 minutes and 30 seconds
Closest is Option D
