Assuming Arnie is not a total sociopath who wears multiple pairs of pants, multiple shirts, no shirt, or no pants, I guess we are going with a dressing combination consisting of exactly one shirt and one pair of pants.
We need one shirt AND one pair of pants. AND means multiply. How many ways are there for him to pick a shirt? 3. How many ways are there for him to pick a pair of pants? 2.
3 * 2 = 6

Let's have a little fun with the question. If we take the question as it's written, and he can wear any combination of at least two items (0 items is not a combination and neither is 1 item), how many combinations are there?
There are five items. Each could be IN or OUT. So there are 2^5 = 32 total possibilities.
How many have at least 2 items?
There's 1 way to have 0 items (OUT, OUT, OUT, OUT, OUT).
There are 5 ways to have 1 item (substitute an IN for any of the five items).
That's a total of 6 ways to have either 0 or 1 item. We need to subtract those from the total of 32.
32 - 6 = 26.
