Hi. why will we add +9? when the point is 4,5?

As we added +4 for (X).

Also will the center not be 2,-3 instead of -2,3?

no the centre will be -2,3 cause we get the equation (x+2)^2+(y-3)^2=15
so comparing with the general form (x-h)^2+(y-k)^2=r^2 we can easily see that h=-2 and k =3
