Deconstructing the Question

In 2000 the number of users was 44 4/9% of the number in 2003.

Convert:

\(44\frac{4}{9}\% = \frac{4}{9}\)

So:

\(2000 = \frac{4}{9} \times 2003\)

Step-by-step

Let 2003 users be:

\(9x\)

Then 2000 users:

\(4x\)

Increase:

\(9x - 4x = 5x\)

Percent increase relative to 2000:

\(\frac{5x}{4x} = \frac{5}{4}\)

Convert to percent:

\(1.25 = 125\%\)

Answer: 125%
