"Every monster on Monster Island can spit fireballs, blow freezing wind, or do both". This means there are no monstors who fall under the bucket of the no-fire, no-freeze defense technique.
8 monstors can demonstrate using "both" techniques.

Freeze 8 x
No Freeze y 0
Total 8+y x 26

x+y+8 = 26
Subtracting 8 from both sides gives us
x+y = 18.

Therefore, monsters on Monster Island can use only one of the two self-defense techniques is 18
