rate of outlet = X
rate of inlet = (7/5)x

work = (inlet rate - outlet rate) * time
work = (7x- 3x)* 5
work = 20x

so we need to find the combination of number of inlet and outlet pipe that can fill the tank in 4 hr.
best way is just use the option.
from option C works.

Bunuel
Two types of pipes, type A and type B, can be connected to a tank. Type A pipes are used as inlets, and type B pipes are used as outlets. If 5 pipes of type A and 3 pipes of type B are used, the tank fills up in 5 hours. The flow rate of type A pipes is 40% more than that of type B pipes. Which combination of pipes (number of Type A pipes as inlets and number of Type B pipes as outlets) is needed to fill up the tank in 4 hours?

A. 10 and 15
B. 15 and 15
C. 10 and 9
D. 5 and 8
E. 8 and 5­
