Given, Y/100=250/10^4,

Y=250 x 100 / 10^4

y= 25/10 =2.5

To solve this question what I did :

250/10^4

Multiply by 100 to get percentage

250/ 10^4 * 10^2 = 250 * 10^2/ 10^4 = 250 / 10^2

250/ 10^2 = 250/100 = 2.5

Giving us 250/ 10^4 = 2.5 %

Answer = B

I am reading these questions wrong. I assumed the calculation was already a percent, meaning .025 is y%, and it needed to be made into a decimal so y as a decimal would be .00025. The calculation needed to be made into a percentage.
