First 3 mins cost = 50 cents
From (3 to 8) (8 to 13) & (13 to 18) = 20 cents each. ie., 60 cents total.
After 18mins, cost is 2 cents/min. (50-18 = 32 min). ie., 32*2 = 64 cents total.
Total cost = 50+60+64 =174 cents ie., $1.74.
