I get that it is 1 in the numerator (the remaining amount), but how did we get 10 in the denominator, so the fraction became 1/10.?

Let’s assume the scholarship amount to be 30.

Expected coverage = (1/3)*30 = 10

Actual coverage = (3/10)*30 = 9

Fraction less = (1/10)

Expected coverage - actual coverage is (10-9)=1 . Which you have got grasp of.

What fraction is it less than the expected ?

Expected is 10. Fraction less is 1.

So the answer is 1/10
