how did you find the 8 values which are <=10, please elaborate it

Number of all possible products of one is taken from each set: 4 x 5 x 3 =60

And then a visual view at the set tells me that the number of possible products less than 10 would be 8: 1, 7, 3, 9, 6, 4, 2 and 8

Hence 60 - 8 =52
