In both the statements we are not given any information about how many securities are neither domestic nor stocks.
Domestic only + Stocks Only + Domestic stocks + Neither = 40
We are given Stocks only + Domestic stocks = 28
And that Domestic only + Domestic stocks = 35
But what about the securities which are neither of these. Hence Not sufficient.
If Neither was given then we would have had 3 equations with 3 variables i.e.
Domestic only + Stocks Only + Domestic stocks = 40 - Neither (Neither would have been given)
Stocks only + Domestic stocks = 28
Domestic only + Domestic stocks = 35
And we could solve it.
