Official Explanation

Answer: E
Statement (1) is insufficient. We don't know how many of the stocks are domestic. Statement (2) has a similar problem: We don't know how many of the domestic securities are stocks. Taken together, we still can't answer the question. It's possible that there are 28 domestic stocks--perhaps all of the stocks are domestic. It's also possible that there are as few as 23 domestic stocks--that is the minimum overlap of stocks and domestic securities. Choice (E) is correct.

How many of the 40 securities in a portfolio are domestic stocks?

(1) 28 of the 40 securities are stocks.
(2) 35 of the 40 securities are domestic.

Answer is E.

St1 is insufficient b/c we have no idea how many are domestic.
St2 is insufficient b/c we have no idea how many are stocks.
Combo pack: We still don't know how many are both...FYI at least one more integer is required.
