B is incorrect here as we are trying to determine X, not a specific $ amount.

Statement 1 give you an answer of 0.9X + 0.09X = 0.99X --> which is less than X so this is sufficient.

Statement 2 just says $170 so no mention of X here.

A is the winner.

Hi! Please delete this post as it is not correct. As we could figure out using Statement 1, Sally paid (0.9)x excluding 10% sales tax that means she would pay = 0.9x * 1.1 = (0.99)x which is smaller than x. Hence Statement 1 is enough to answer. And you were right about Statement 2.
