Total members = 400

After election status (from pie chart):

Laborites --- 55% = 220
Democrats -- 12% = 48
Republicans --33% = 132

St 1:
Exactly 85% of the laborites will vote for the bill. ==> 85% of 220 = 187. No information regarding Democratic or Republicans. Hence, insufficient.

St 2:
None of the Republicans or Democrats will vote for the bill. => No information regarding Laborites. Hence, insufficient.

By combining St 1 and 2, we know that exactly 187 people have voted for the bill. Hence, the bill will not pass. A definite answer. Answer C

Given Total Number of Members = 400 Members
Votes required for the bill to pass = 189

After Election
Number of laborites\(= \frac{55}{100}*400 =220\)
Number of Dem\(= \frac{12}{100}*400 =48\)
Number of Rep\(= \frac{33}{100}*400 =132\)

1. Exactly \(85\)% of the Laborites will vote for the bill.
Laborites vote in favor of bill \(= \frac{85}{100}*220= 187\).
We do not know about the number of Dem and Rep votes in favor of the bill.
Statement \(1\) alone is insufficient.

2. None of the Republicans or Democrats will vote for the bill.
Statement 2 does not give information about the votes of Laborites.
Statement \(2\) alone is insufficient.

Combining (1) and (2), We know that Total Votes in favor of passing the bill are \(187+0=187\), which is \(2\) less than votes required for passing the bill .
So Combining the Statement (1) and (2) is sufficient.
