Can someone explain why the answer is not "E", since from stmt.1 we conclude that : b<2, so b could be 1 or 0 ( neutral integer).

I have seen in some Qs that take into account that 0 is an integer.

Any thoughts?

0 is an integer but it's not a positive integer and we are given in the stem that "Each of a, b, and c is a positive integer..."
