What if I tell you:

1. 10,11,12,13,14,15,16,17,18,19 OR 10,11,12,13,14,15,16,17,18,20
In both cases range is (9 and 10) less than 11. Not suff

2. 10,11,12,13,14,16,17,18,19,20 OR 10,11,12,13,14,16,22,31,44,50 . We are not told that we are given arithmetic progression. Not suff

1+2 Sufficient, the costliest pen = 20 cents. Answer C.

However, I did a little correction in your explanation in order to maintain 15 as median.
