Important Standard Dev prop to note here-
* If all values of a data set are the same, the standard deviation is zero (because each value is equal to the mean).
from Question-
1) says SD is zero. hence value of all data set are same.
2) The sum of the 10 cash prizes was $500. - distribution can be same cannot be, nothing mentioned about that.
Hence (A)

The answer is A.
This question follows directly from the Logic of what standard deviation is - a measure for how spread out the values are.
1) standard deviation 0 means there is no difference in the values - in other words, they are all the same. answer: yes. Sufficient!
2) Totally irrelevant - this tells us nothing about the makeup of the different values. Insufficient! Answer A.
