Two circles C1 and C2 have centres as O1 and O2 respectively, and the lengths of their radii as r1 and r2 respectively. Do C1 and C2 touch each other at exactly one point?

(1) r1 > r2

(2) Distance between O1 & O2 = r1 + r2

Statement 1 - the circles can lie anywhere. They may or may not touch each other at all.

Statement 2 - the distance between 2 circles, if, is equal to the sum of the radii, then the circles touch each other at 1 point.
