Two circles C1 and C2 have centres as O1 and O2 respectively, and the lengths of their radii as r1 and r2 respectively. Do C1 and C2 touch each other at exactly one point?
(1) r1 > r2
(2) Distance between O1 & O2 = r1 + r2

1) One can not establish anything as two circles can exist anywhere on the plane.
2) Makes sense, circles will definitely touch each other as sum of the length of the radiis is equal to the distance between the centre of two circles.
