Machine A and B print stamps. Both A and B will produce some defect stamps. Is the ratio of the defect stamps to the good stamps produced by machine A greater than machine B?

Perhaps Machine B produces 1 good stamp and 1 bad stamp. Then using both statements, Machine A can produce any numbers at all, greater than 1, of good and bad stamps -- it might produce 100 good ones and 2 bad ones, or 2 good ones and 100 bad ones. So Machine A's ratio can be greater than or less than 1 to 1.
There are serious problems with the wording of the question though. For one thing, "defect" is a noun, not an adjective, and for another, a question can't discuss "defect stamps" in the stem, and then "damaged stamps" (something no one would ever say in English) in one statement, unless it makes clear whether "defect" and "damaged" mean the same thing. They're not synonymous words, so a test taker could very reasonably wonder whether Statement 1 is discussing the "defect" stamps mentioned in the stem, or some other stamps not yet mentioned. What is the source?
