When you divide a positive integer by 10, the remainder you get is always the units digit of the integer, so Statement 1 is sufficient. Dividing by 11 will tell you nothing about units digits (the number could be 1, 12, 23, 34 etc) so Statement 2 is useless and the answer is A.
I recall an official question nearly identical to this one, but in a five-second google search I couldn't find it -- maybe someone else can. The wording of this kind of question would be different on the actual test.
