Note: the ratio of P to Q can be expressed as P:Q or P/Q.
I'll use the latter notation.
Target question: What is the value of P/Q?
Statement 1: P is 4 less twice Q
In other words, P = Q - 4
Since there's no way to use this equation to determine the value of P/Q, statement 1 is NOT SUFFICIENT.
If you're not convinced, let's examine some possible cases:
Case a: If P = Q - 4, it COULD be the case that P = 1 and Q = 5. In this case, the answer to the target question is P/Q = 1/5
Case b: If P = Q - 4, it COULD be the case that P = 2 and Q = 6. In this case, the answer to the target question is P/Q = 2/6 = 1/3
Since we cannot answer the target question with certainty, statement 1 is NOT SUFFICIENT
Statement 2: 4P equals 7Q
In other words, 4P = 7Q
Divide both sides by Q to get: 4P/Q = 7
Divide both sides by 4 to get: P/Q = 7/4
The answer to the target question is P/Q = 7/4
Since we can answer the target question with certainty, statement 2 is SUFFICIENT
Answer: B

Forget conventional ways of solving math questions. For DS problems, the VA (Variable Approach) method is the quickest and easiest way to find the answer without actually solving the problem. Remember that equal numbers of variables and independent equations ensure a solution.

The first step of the VA (Variable Approach) method is to modify the original condition and the question. We then recheck the question. We should simplify conditions if necessary.
When a question asks for a ratio, if one condition includes a ratio and the other condition just gives a number, the condition including the ratio is most likely to be sufficient. This tells us that B is most likely to be the answer to this question.
Condition 2)
4P = 7Q is equivalent to P/Q = 7/4 or P:Q = 7:4.
Condition 2) is sufficient.
Condition 1)
P = 2Q - 4
If P = 2 and Q = 3, then P:Q = 2:3.
If P = 4 and Q = 4, then P:Q = 1:4.
Since condition 1) does not yield a unique solution, it is not sufficient
Therefore, B is the answer.
