We are to determine how many people are on the line at 7 o'clock to buy tickets.

There are lots of unknowns. We have no idea when people started buying the tickets. They could have started at 4 o'clock, 5, or even 6 o'clock. Maybe they even start at 7 o'clock. Bottom line, we don't know.

Statement 1: People are getting on the line at the rate of 2 people per minute at 7 o'clock.
Clearly insufficient. We have no way of determining how many people are actually present in the line at 7 o'clock based on statement 1. What was the rate at the time that people started queuing? Do we know whether people in the queue are being served? At which rate are they leaving the queue prior to 7 o'clock? All these questions are left unanswered.

Statement 2: People are buying tickets and leaving the line at the rate of 4 people every 2 minutes at 7 o'clock.
Insufficient. So the rate of people buying tickets and the rate of people leaving the line are the same i.e. 4/2min = 2/min. This only tells us that whatever number of people were present at 7 o'clock is the same since the number arriving = the number leaving the queue.

Still insufficient. No new information has been given that provides a new clue to know how many people were in the queue at 7 o'clock.

The answer is E.

(2) People are buying tickets and leaving the line at the rate of 4 people every 2 minutes at 7 o'clock.
Statement (1) is clearly insufficient.
From statement (2), we are not able to know the exact number of people on the line to buy tickets.

Combining both statements are sufficient.
Answer: C

Insufficient

(Statement2): People are buying tickets and leaving the line at the rate of 4 people every 2 minutes at 7 o'clock.
—> But, we don’t know how many people are getting on the line every two minutes.
Insufficient

Taken together 1&2,
—> 2 people are getting on the line,
—>But from statement 2, we can’t make decisions about 2 people are buying and leaving the line per minute.
Insufficient.
The answer is E .
