Let's analyze the problem statement:
We need to find a.

a & c are vertically opposite angles. So if c is available, a can be found as a=c.
a+b = 180 as straight lines.

Lets analyze the options:

Statement I:: c = 120 ; As analyzed above, a=c. SUFFICIENT. Hence Options A or D

Stetement II:: b = 60; As analyzed above, a+b = 180 SUFFICIENT
