As the question is worded, I wouldn't know how to answer it. The question says Stacy was "allowed to buy a second skirt at half price". That doesn't tell us that she actually
did buy a second skirt at half price every time she bought a full price skirt.
Each Statement is clearly insufficient alone - Statement 1 tells us nothing about how many skirts were bought, while for Statement 2, she might have bought just one expensive skirt, or thousands of them if they cost $0.02 each at full price. Using both, if we assume that Stacy bought one skirt for $21.50 and one for half that, $10.75, every time she bought a skirt, then we know exactly what the skirts she bought cost, and exactly how much she spent, so under that assumption, of course we can solve for how many skirts she bought, and the answer is C. But if we don't know how often Stacy availed herself of the offered discount, the answer is E, since she might have bought only 4 skirts at full price, or up to 8 skirts if she always took advantage of the discount.
