Without information about the dimensions of the rectangular box, the question can't be answered. If the rectangular box measures 1 x 1 x 1440, say, then we can't fit a single cube in the box, because the cubes are too tall and too wide (each edge of the cube is 4 inches). But if the proportions of the box are less extreme, we'll easily be able to fit some cubes in it, so the answer is E.

Tip: For any volume question on GMAT always try to find the exact dimensions
