Statement 2:

Note we don't know how many of the non-action movies are exactly 2 hours long. There may be more than 4 movies that are not action movies. Insufficient.

Total movies = 11
Action movies = a
Non-Action movies = b

2hours long or shorter = c
Longer than 2 hours = d

Now a + b = 11
and c + d = 11
Overall, we can say that 
 a ∩ c + a ∩ d + b ∩ c + b ∩ d = 11

And we need to find a ∩ c

(1) All of the action movies playing at the complex are also two hours long or shorter.
This implies a ∩ d = 0
However, this does not provide further information
Insufficient

(2) 4 of the movies playing at the complex are not action movies and are two hours long or shorter.
This implies b ∩ c = 4
Insufficient

Even together we have
a ∩ c + a ∩ d + b ∩ c + b ∩ d = 11
=> a ∩ c + 0 + 4 + b ∩ d = 11
Since we don't have b ∩ d, we cannot find out a ∩ c
