Although I got the correct answer, I couldn't help but wonder that if we combine both statements, we can conclusively say that x = 7. That gives C as another possible answer choice. Am I thinking right ?

You don’t require statement I to say conclusively that x is 7. Statement II gives you that information.

C is the answer only when none of the statements individually give you a conclusive answer

Here are the 5 answer choices for data sufficiency questions:

A) Statement (1) ALONE is sufficient, but statement (2) alone is not sufficient
B) Statement (2) ALONE is sufficient, but statement (1) alone is not sufficient
C) Both statements TOGETHER are sufficient, but NEITHER statement ALONE is sufficient
D) EACH statement ALONE is sufficient
E) Statements (1) and (2) TOGETHER are NOT sufficient


If we answer C, then we're saying that NEITHER statement ALONE is sufficient, when it's actually the case that statement 1 alone is sufficient
