Official answer is E. But from what I have learned in school, a set is not supposed to have duplicate values in it. So from statement B, can we not confirm the value of x to be -12?

Yes, a set is a collection of distinct objects. The GMAT is not making questions on technicalities of various definitions. So, to avoid this, they will most likely use "list" or "data set" or say "set of measurements" instead of "set". Thus, for E to be correct, the question should use "list" or "data set" instead of "set".
