This is a conceptual question. We dont even need to solve to answer this.
To know the average weight, we need to know the weight first.

Here the first statement is informing us about the ratio of average weight. Now remember that with same ratio, the average weight can be 40kgs or 60 kgs or 80kgs or any other weight. So Statement I not sufficient.

The second one is talking about the number of boys and girls. Still we have no idea of weight. So statement II not sufficient.

Together we still got no information about weight. So E is the answer
