Both statements provide us with the same information regarding the nature of the elements of the set.
If the average of the set is 43 and the smallest number or the greatest number is 43, it indicates all the members of the set = 43.
Hence the standard deviation of such a set will be zero.
The statements individually are sufficient to answer the question.

Pre Analysis:
- Average of 9 numbers is 43
- We are asked for the SD of the set
Statement 1: The smallest number of them is 43
- The smallest number of the set = mean of the set = 43
- From this we can infer that all the nine numbers of the set are 43
- After which we can very easily find the SD
- Thus, statement 1 alone is sufficient and we can eliminate options B, C and E
Statement 2: The greatest number of them is 43
- Using the same logic as above, we can infer that all the nine numbers of the set are 43
- After which we can very easily find the SD
- Thus, statement 2 alone is also sufficient
Hence the right answer is Option D
