how?

if x=2, y=3

9<8 makes option A insufficient too

That's the case giving a YES answer. Can you come up with an example giving a NO answer? So, when x >= y.

Is \(x<y\)?

(1) \(3^x<2^y\)
This means that x ≠ y
Example: x = y = 0
=> \(3^0<2^0\) = 1 < 1
which is not possible. 

Now, x = 1, y = 2
\(3^1<2^2\) YES

x = -2, y = -3
\(3^-2<2^-3\) NO

INSUFFICIENT.

(2) \(x>0\) and \(y>0\)
x = 1, y = 0, NO
x = 1, y = 2, YES

INSUFFICIENT.

Together 1 and 2
Only case left is x and y both being positive and with statement 1 condition only x < y satisfies it.

Answer C.
