In the second statement, when we say that at least 4 people who had reserved the seat did not arrive to board the flight. So shouldn't at max 96 individuals who had made reservations arrive to board the flight?
Actually both statement doesnt gives us the proper number for attendies, they just give us the numbers like 4<= x <=96 but we dont know x so we cant say hence E.

Question: Was there a seat for each person who had reserved a seat and arrived to board the flight?

Inference: The highlighted part of the question brings in a possibility that people do not reserve a seat, but may purchase a seat probably at the airport and board the flight.

Statement 1

a) At most 96% of the people who had reserved a seat arrived to board the flight.

Let's assume that 96 individuals who had reserved a seat arrived to board the flight. As the flight has only 95 seats, the answer to the question "Was there a seat for each person who had reserved a seat and arrived to board the flight" will be No.

Let's assume that only 1 individual who had reserved a seat arrived to board the flight and there were no additional individuals who boarded the flight. As the flight has 95 seats and only 1 passenger, the answer to the question "Was there a seat for each person who had reserved a seat and arrived to board the flight" will be Yes.

As we are getting two contradicting answer to the question, the statement alone is not sufficient and we can eliminate A, and D.

Statement 2

b) At least 4% of the people who had reserved a seat did not arrive to board the flight.

This statement tells us that at least 4 people who had reserved the seat did not arrive to board the flight. So at max, 95 individuals who had made reservations arrived to board the flight.

Let's assume that apart from the ones who had made reservations, no other passengers turned up to board the flight. In that case, even if all the 95 individuals who had reserved a seat arrive to board the flight, the flight will have a seat for every individual. In this case, the answer to the question "Was there a seat for each person who had reserved a seat and arrived to board the flight" will be Yes.

However, there can also be a possibility, that some seats were already occupied by individuals who did not make a reservation, but might have bought a flight ticket at the airport and have boarded the flight. In that case, if all of the 95 people who had made a reservation turn up to board the flight, the flight will not have a seat for every passenger who made a reservation. In this case, the answer to the question "Was there a seat for each person who had reserved a seat and arrived to board the flight" will be No.

As we are getting two contradicting answers to the question, the statement alone is not sufficient and we can eliminate B.

Combined

The statements combined do not help either, as both the statements combined convey the same information as that of Statement 2.

Hence, the possibilities laid out in Statement 2 are still valid.

Hi Sir,

Can you please explain statement 2 with better example

Both statements are really saying the exact same thing about how many people showed up.

(1) says: at most 96 percent of the 100 people arrived, so at most 96 people showed up.
(2) says: at least 4 percent of the 100 people did not arrive, which also means at most 96 people showed up.

So both statements just cap the number of arrivals at 96 and give no extra information beyond that.
