Doesn't that refer to  not all  travelers show symptoms of....

And thus, provides a valid answer?

From the first statement we dont know about the quarantine criteria. Hence , we cant tell for sure whether all travelers who show symptoms of Kasparian-Yamanaka Syndrome are quarantined upon arrival at La Panetteria Airport. That's why 1st statement is NOT sufficient.

the problem asks if ALL the passengers with symptoms of Kasparian-Yamanaka Syndrome (KYS) are quaranteened.

statement 1
SOME travellers who are affected by KYS do not show symptoms upon arrival. but does not tell us anything about the criteria used by the airport to put someone in quaranteen.
(NOT SUFFICIENT)

statement 2
ONLY travellers who have fever are quaranteened upon arrival at the airport are quaranteened.

THOSE who have KYS DO NOT HAVE HIGH FEVER --> meaning that no one who have KYS have high fever. thus no one of them will be put in quaranteen because the only criteria to put someone in quaranteen is if he/she has FEVER
