What's wrong with 1? It says, "Some travelers who are affected by Kasparian-Yamanaka Syndrome do not show symptoms of the Syndrome upon arrival at La Panetteria Airport."
Doesn't that refer to not all travelers show symptoms of....
And thus, provides a valid answer?

The question asks whether all those who show symptoms of the syndrome are quarantined. Statement (1) essentially says that some show symptoms and some don't. But how does this help us determine if all symptomatic travelers are quarantined?
The second statement, however, says that ONLY travelers who have high fever are quarantined, while those who suffer from the syndrome do not have high fever (they might have some other symptoms). So, from (2) it follows that not all who show symptoms of the syndrome are quarantined.
Answer: B.
