­According to me answer C,

a crisp explanation 
A) 1500/4000 gives us B's ratio
B) 0.12/1 gives us J's ratio

As we cant compare individually we cross out a, b, d
 and combining both statements we can compare the ratios
we actually don't neeeeedd to do the maths

so C is sufficient
