We need to find P(blue) = n(blue)/n(total)
Statement 1). No. of blue marbles = 4. But we don't know the number of red marbles. Hence, we can't calculate the total.
Not sufficient.
Statement 2). Blue:Red = 3:4. Let's take blue marbles to be 3x and red marbles to be 4x.
n(blue) = 3x; total = 3x +4x = 7x
then P(blue) = 3x/7x = 3/7
Sufficient

There is a error in the given two statement above, as second statement says that the number of blue marble is a multiple of 3, However statement 1 state its value as 4. Both statement shows different possible outcomes.
