Given - In year X, the number of cross-country flights accounted for 16.4 percent of all commercial flights in June compared with 17 percent in July. And the number of commercial flights was the same for both months.
Lets check conditions.
1st - Cross-country flights in June of year X accounted for 8.2 percent of the total number of commercial flights in the two-month period.
As the total commercial flight count is same for both month. The cross-country flights in june is equal to = 2*8.2 = 16.4% which is same as stated in question hence not sufficient.
2nd - Cross-country flights in July of year X accounted for 8.5 percent of the total number of commercial flights in the two-month period.
This will also lead to 17% of value that we was already stated in question. Hence not sufficient.
Even after combining these we cant reach to conclusion as these data was already there in given question.
