In year X, the number of cross-country flights accounted for 16.4 percent of all commercial flights in June compared with 17 percent in July. If the number of commercial flights was the same for both months, how many commercial flights were there in June and July?

JUNE: 
all commercial flights = x
Cross-country flights= 0.164*x

JULY
all commercial flights =y (given equal to JUNE )=x
C-c flight = 0.17x

(1) Cross-country flights in June of year X accounted for 8.2 percent of the total number of commercial flights in the two-month period.
ANSWER:
0.164*x= 0.082(2*x) 

x will cancel each other 
INSUFFICIENT


(2) Cross-country flights in July of year X accounted for 8.5 percent of the total number of commercial flights in the two-month period.
ANSWER:
0.17*x= 0.085(2*x)

x will cancel each other 
INSUFFICIENT


Combining 1 and 2 is also
INSUFFICIENT
