According to statement A, The digit can be 1,2,3 OR 4 as these digits are less than 5.
According to statement B,there are only two even digits possible i. e. 2 or 4.
Hence both statements are required to arrive at our conclusion i.e x can be either 2 or 4.
Hence, C is our answer.

However using both statements, we couldn't arrive at any particular/ definite answer.
Hence, E is the answer IMO.

The price of the shirt is $12.X9. Here, I'd consider the possibility of digit X in the range [-9,9].
Statement 1: Only 1 digit in the price of the shirt is greater than 5.
We already have a digit "9" in the amount, so we can conclude that X <= 5. Still, we have a large range of [-9,5]
Statement 2: There are 2 even digits in the price of the shirt.
We can conclude that X is an even digit. However, due to many possibilities, still this statement is insufficient.
Both:
We still have the possibility of X to be -8,-6,-4,-2,0,2,4. Hence, insufficient.
Therefore, the answer is (E)

See there are 2 choices left and we cant confirm any perticular value for X hence answer should be E.
