I have a doubt , can't a company can employee more or all youth population. In that case , Avg might not change but no. of employ will be greater for Mega Tech.

MegaTech and UltraCorp are considering a merger to form the MegaUltraTech Corporation. Does MegaTech have more employees than UltraCorp?

(1) The average (arithmetic mean) age of UltraCorp employees is 32.8, while the average age of MegaTech employees is 27.2.
Insufficient,
We get to know nothing about numbers/sum of ages from just averages.

(2) If the merger goes through and all employees from both companies remain employed, the average (arithmetic mean) age of the MegaUltraTech employees will be 31.4.
Insufficient,
We get to know nothing about individual averages from the combined average after the merger.

Combining (1) and (2),
Sufficient, we can see that 31.4 is closer to 32.8 (UltraCorp) as compared to 27.2 (MegaTech), this will happen only if UltraCorp has higher weightage which means employees are more in UltraCorp.

Hence, (C) is the answer.

Your doubt is not clear, but the combined average being closer to UltraCorp’s average means UltraCorp must have more employees.
