The question asks about of the majority of voters polled - how many claim to vote for candidate Q ?
First we need to know the number of voters polled, then we need the number of votes claimed to be polled for Q.
Statement 1:
(1) Of the people polled, those claiming that they planned to vote for candidate Q outnumbered those who did not by 4 to 1.
Of those polled, so this answers the first part. The second part is the claim to vote for Q.
Of the total voters , 4x claim to vote for Q, and 1x claim to vote for others.
Hence, 4x/5x = 80% which is a majority. Hence, Sufficient.
Statement 2:
(2) In the election, candidate Q received 20,000 votes and candidate P received 15,000 votes.
We don’t know whether just two candidates were contesting the election. The total number of votes polled is not given. Hence, Insufficient.
