b be the first night charge, c be the charge for each subsequent night.
1. Adam was charged $390 for his 6 nights stay:
Total = b+5c=390
We can't find the values of b & c from this equation.
Insufficient
2. The average (arithmetic mean) daily room rent for 3 nights' stay is 7/9 times the rate for the first night stay:
(b+2c)/3 = 7b/9
On simplifying, we get
c/b = 2/3
We can't find the values of b & c from this equation as well.
Insufficient
Now combining 1 & 2,
Let b = 3x & c = 2x
Substitute this in b+5c=390
3x + 10x = 390
x = 30
Therefore, b = 90
Thus, the tourist resort charges $90 for the first night.

We need to find the charge for first day = $b = ?
Statement 1:
(1) Adam was charged 390 dollars for his 6 nights stay.
390 = b + 5c
As, both b and c are unknown variables. Hence, insufficient.
Statement 2:
(2) The average (arithmetic mean) daily room rent for 3 nights' stay is 7/9th times the rate for the first night stay.
(b+2c)/3 = (7/9)* b
3b + 6c = 7b
c = (2/3)*b
Hence, Insufficient .
Combining both statements , we get
390 = b + 5* (2/3) b
solving it, we get b = 90
