Let P = pre-tax price of item and t = tax.
Given =>
P+t = 96
P=96-t
Is t/P*100<20?
t<0.2*P
t<0.2*(96-t)
t<16?

i) P<80,
96-t<80
t>16 sufficient.

ii) t<19.2, since t could also be anything between 16 and 19.2, it is not sufficient.

answer A

GIven: Item post tax=96
to find: if tax rate t<20% for item with pretax price p

Deduction: if t=20% then 1.2p=96 so p=80..if p>=80 then t<=20%

1) p<80..so we know that t>20% hence sufficient

2) tax=19.2 but we dont know p or t hence insufficient

so answer is A
