We need
1. No of Students between age of 21 and 23. and
2. Out of them how many scored 70 and 90?

Statement 1:
1. Gives number of Students between 21 - 23.
But not how many scored between 70-90.
Insuff.

Statement 2:
1. Gives number of people scored between 70-90 but no info on how many students between 21-23.
Insuff.


Combining both:
We get the number of students between 21-23.
We Have the number of students between 70-90.
But we do not have the intersection which is the number of students within age 21-23 who has numbers between 70-90. The 17 people who got 70-90 can be of any age.

Insufficient Together.
Hence Ans is E.

what if 17 people who scored 70-90 are not the same 17 people who aged 21-23
