between C and E, I did some algebra,
The sale price before discount is C and S and % discounts are x and y for Coat and Sweater.
from statement 1, x-y = 2
from statement 2 C+10=S
discount amount on coat = Cx/100
discount amount on sweater = Sy/100 = (C+10)y/100
We have to find out whether difference in these two amounts in -ve or +ve.
Difference = Cx/100 - (C+10)y/100
= (C(x-y) - 10y)/100
= (2C - 10y)/100 ---------------- x-y = 2
So it depends on numeric values of C and y, Not given. Both statements are insuff. Option E.

Solution : In this question, we have to find 4 different values
Sp of coat, discount on coat, sp of sweater, and discount on sweater.
Statement 1 : we get d as the discount % on sweater, so for coat=d+2 %
but we don't have any idea about SP, so insuff.
Statement 2 : we know the SP of the coats and sweater as S-10 and S respectively but we don't know the discounts. So insuff.
Combining both 1 and 2
we get whether D % of S is > or = or < to D+2 % of S-10
Put random values and you will get both greater than and less than values
so both statements are insuff. Answer is E
(no calculations are required actually, count the no of variables only)
