Hi everyone, i just took toefl on 23th January, I just checked my result and din't reach my target. The problem is, if i am going to retake Toefl, do i have to make full payment for registering the test again?

Hi, sorry to write my sos here but no one answered in my post 
I need to know from people who have already an experience with the official score report, how long it takes to reach the universities? More than 4 weeks? Less?
PS: i want it to be sent to Uni-assist service in Berlin.
